In short..No. The purpose of hypo clear is to speed the removal of fixer from the paper. Hypo clear itself is a salt which must be rinsed out also. RC is a resin coated paper, the chemical (fixer) is not absorbed into the paper, so a water bath will do fine. On the other hand if you are using a fiber paper do use the hypo clear always. I never use hypo clear on prints done on RC paper and I have never had any problems.
