If there is a clear sheet of plastic on a cardboard backing, you should peel that up (it will stick to the strips of tacky glue lined on the cardboard under it) and put the photos on the cardboard. Arrange them nicely, press down so they stick, then lay the plastic back on top.
If it is JUST paper, you need to either glue, tape or use corners to apply the photos to the paper. Remember to use 'acid free' materials you can find at a craft store, so that they don't harm the photos or the paper.
