What are clear rolling papers?

They are rolling papers made out of a form of generic Cellophane. The ones from Brazil are wood based, containing a blend of ~80% wood, ~14% glycerin and ~6% water. There are many varieties in the marketplace. One tip is to avoid any interleaved ones (folded) because the fold mark never goes away and causes air to be pulled through. TRIP and KLEAR might use Agar-Agar instead of Glycerin, which would be much healthier for sure!

None of the big brands are interleaved (TRIP, Klear, Glass, Aleda). You can learn more about them on Wikipedia I have seen. What are clear rolling papers?
They're almost transparent and the thinnest papers on the market (Rizla Silver I think).

So that you're not smoking so much paper with your tobacco.
