Can you use a clear aerosol lacquer on a picture printed on gloss paper after it has been glued to a?

hard plastic surface? I want to make a custom cover for something, but i don't want to have a decal made. I want it to be permanent but i don't know of any other way to get the picture i want onto the surface with that kind of gloss finish look to it the image is a very detailed space/landscape picture, not a symbol that could be carefully hand drawn. Can you use a clear aerosol lacquer on a picture printed on gloss paper after it has been glued to a?
I would think you could heat press laminate film to it, choose and acid free laminate available at most decent art supply stores and place a towel between and iron and the laminate and iron on, being sure to seal the edges well. I have used lacquers and varnishes and polyurethane on paper and it tends to make the paper separate into two sheets over time. Leaving behind the glued back half off the paper, the top half peels away and leaves a cloudy amorphous image behind. My experience was with printer paper and modge podge and wood with many varieties of gloss surfaces. Inevitably moisture gets in around the edges and lifts the paper separating it along the grain.
