Mistake can be rectified. You might have acquired land by way of succession, survivorship, inheritance, partition purchase, mortgage, gift or lease. Unless you clarified your mode of acquisition it is not possible to reply. Also you have not mentioned type of the land. ( i.e. Agricultural land or Non Agricultural land ).

No, it can't be. Whatever is there in the paper can only be true as it is the document prepared by the government when there is some transaction done. If you are owning the property for several years continuously and previously by paper and in actual if it is more and in subsequent year they changed in paper by mistake (and not by sale), then you can give them complaint by showing in the paper copy, the difference between the two measurements and they will change it. If you have bought this recently, the other party would have deceived you by registering for less land while showing you a bigger one. If this is also not true, it is better if you give him his property before he complains to any authority.
There should be property markers on the corners of your land. You can use a metal detector to find them, or call the city for assistance.
